Almost daily, violent conflicts, regime changes, uprisings, terrorist attacks and foreign military campaigns pervade this region that boasts rich cultures and history. For those professionally engaged in global affairs, a well-rounded education about the Middle East is necessary to advance the interests of the United States and its allies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our universities\u2019 Middle Eastern Studies departments must take the lead in this task. The federal government seems to agree; many such departments receive federal grants for this very purpose\u2014specifically, in accordance with&nbsp;<a href=\"https:\/\/legcounsel.house.gov\/Comps\/Higher%20Education%20Act%20Of%201965.pdf\">Title VI of the Higher Education Act<\/a>. Adopted in 1965, the clause&nbsp;<a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/20\/1121\">mandates<\/a>&nbsp;that grant recipients should, among other things, foster \u201cthe security, stability and economic vitality of the United States in a complex global era \u2026 \u201d and produce \u201cAmerican experts in and citizens knowledgeable about world regions, foreign languages and international affairs \u2026 .\u201d As Clifford Smith of the Middle East Forum\u2019s (MEF) Campus Watch has&nbsp;<a href=\"https:\/\/www.meforum.org\/59491\/trumps-doe-cracks-down-on-title-vi-abuse\">pointed out<\/a>, this legislation was written during the Cold War era to \u201censure [that] the U.S. had sufficient experts in foreign languages and foreign affairs in order to compete with its geopolitical rivals.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The implications of this are straightforward: academic departments should use taxpayer-funded Title VI grants to bolster programs that advance the interests of the United States.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Politics and scholarship mix<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Unfortunately, there is reason to believe that some of the most prestigious such departments in the United States are misappropriating Title VI grants. Rigid Anti-American and anti-Israel doctrinaire that downplays the threat of radical Islamic terrorism has&nbsp;<a href=\"https:\/\/www.meforum.org\/campus-watch\/about\">become ubiquitous<\/a>&nbsp;in the field, compromising objective academic inquiry in favor of the proliferation of one worldview\u2014one that hardly helps the country \u201ccompete with its geopolitical rivals.\u201d Of particular concern are the Duke\/UNC Consortium for Middle East Studies (CMES) and Georgetown\u2019s Center for Contemporary Arab Studies (CCAS), both castigated by U.S. representatives&nbsp;<a href=\"https:\/\/holding.house.gov\/news\/documentsingle.aspx?DocumentID=205\">George Holding<\/a>&nbsp;(R-N.C.) and Denver Riggleman (R-Va.) for possible Title VI violations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The congressmen\u2019s concerns are justified. In late March 2019, CMES&nbsp;<a href=\"https:\/\/brandeiscenter.com\/brandeis-center-responds-to-conflict-over-gaza-conference-hosted-by-unc-and-duke\/\">co-sponsored<\/a>&nbsp;a conference titled&nbsp;<a href=\"https:\/\/www.jns.org\/department-of-ed-duke-unc-mideast-studies-has-little-or-no-relevance-to-grant-program\/\">\u201cConflict Over Gaza: People, Politics and Possibilities.\u201d<\/a>&nbsp;As expected, it quickly devolved into an anti-Zionist hate fest, rife with false accusations that Israel is a \u201csettler-colonial\u201d entity, speakers who downplayed Palestinian terrorism and even&nbsp;<a href=\"https:\/\/abc11.com\/politics\/holding-asks-for-investigation-in-rappers-anti-semitic-performance-at-unc-event\/5243623\/\">anti-Semitic musical performances<\/a>. As Rep. Holding observed in an April 15, 2019 letter to the U.S. Department of Education, CMES receives Title VI funding; if any of these grants were used for political advocacy masquerading as an academic conference, it would constitute a major breach in Title VI stipulations. Indeed, a&nbsp;<a href=\"https:\/\/www.federalregister.gov\/documents\/2019\/09\/17\/2019-20067\/notice-of-a-letter-regarding-the-duke-unc-consortium-for-middle-east-studies\">follow-up<\/a>&nbsp;to Rep. Holding\u2019s letter by the Department of Education alleged that misuse of federal funds runs amok within CMES.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Similar concerns have arisen regarding Georgetown University. Citing an MEF&nbsp;<a href=\"https:\/\/www.meforum.org\/7071\/middle-east-studies-faculty-at-georgetown\">expos<\/a>\u00e9&nbsp;detailing ideological uniformity within the school\u2019s Middle East Studies department, Rep. Denver Riggleman submitted a letter to the Department of Education expressing concern over the department faculty\u2019s possible misappropriation of Title VI funds. The main reason for this concern is a widespread departmental support for the anti-Semitic BDS campaign to end Israel\u2019s existence as a Jewish state. Multiple CCAS faculty members have&nbsp;<a href=\"https:\/\/mondoweiss.net\/2014\/08\/scholars-librarians-institutions\/\">signed<\/a>&nbsp;a pledge to \u201c\u2026 boycott Israeli academic institutions, and \u2026 not to collaborate on projects and events involving Israeli academic institutions, not to teach at or to attend conferences and other events at such institutions, and not to publish in academic journals based in Israel.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The event that prompted this crusade? Israel\u2019s 2014 \u201cassault\u201d on the Gaza strip, which was triggered by the kidnapping and killing of three Israeli teenage boys by Hamas, a U.S.-designated terror group. But these details are absent from the pledge signed by the Georgetown \u201cexperts.\u201d More to the point, because Title VI mandates that recipients \u201cmaintain linkages with overseas institutions of higher education,\u201d advocacy for such discriminatory behavior enters precarious territory.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>&#8220;Rigid Anti-American and anti-Israel doctrinaire that downplays the threat of radical Islamic terrorism has\u00a0<a href=\"https:\/\/www.meforum.org\/campus-watch\/about\">become ubiquitous<\/a>\u00a0in the field, compromising objective academic inquiry in favor of the proliferation of one worldview&#8230;&#8221; <\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s possible that inquiries by members of Congress and the Department of Education are a sign of further federal action to come. Such a development would be an important step in ensuring that professors specializing in the Middle East do not use taxpayer funds to indoctrinate students with biased, one-sided narratives. Partisan instruction does not foster expertise in this academic field, nor does it produce \u201ccitizens knowledgeable about world regions, foreign languages and international affairs.\u201d Rather, it arms future political activists with the tools they need to advance ideological causes. Any \u201cacademic\u201d event that maligns Israel while ignoring historical Jewish connections to the land, fosters the&nbsp;<a href=\"https:\/\/www.memri.org\/tv\/khader-habib-islamic-jihad-leadership-promise-slaughter-zionists-israel-occupation?fbclid=IwAR0hRyAb1O2i8BclN4hYRdXRYVilskWyXm1XAPuQOvOCxK3B3Odc6tSHdgY\">genocidal fulminations<\/a>&nbsp;of its enemies or advocates for a boycott of its academic institutions is not true scholarship. And, perhaps most obviously, obsessive denigration of one of our closest allies in the war on terrorism does not advance our interests.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is not, as some&nbsp;<a href=\"https:\/\/apnews.com\/430e62044dba43daa3f2332792cd97b2\">insinuate<\/a>, an issue of \u201cacademic freedom.\u201d Educators are able to instruct however they please, but they are not free to squander Title VI funds on activities outside of the legislation\u2019s specific requirements.
